Epstein was the lead engineer for the relocation of Post Office Road from the existing Post Office Road near the Cargo Fuel Area, under Runway 10R-28L and terminating at the relocated South Perimeter Road to provide access between the existing Post Office facilities to the south and the Main Terminal.
The relocation of the South Perimeter Road from east of the Post Office facility to Taft Road was also part of the Project. Guard Posts 5 and 5A and the South Construction Vehicle Inspection Area (CVIA) needed to be relocated as a result. An access road to the South Detention Basin was necessitated due to these relocations and is also part of the Project.
The project involved the preliminary and final design of Post Office Road including the preparation of construction documents for public bid in conformance with the requirements of the FAA the OMP and the City of Chicago.
This project also included horizontal and vertical alignment studies to accommodate special vehicles including airfield fuel trucks and emergency vehicles, pavement design, roadway lighting, drainage, maintenance of traffic, construction phasing and security.
Existing CVIA and guard posts needed to maintained operational until the commissioning of the proposed facilities which included new guard booths, new security Hub Building and electrical and communication equipment.
The project was phased constructed in order to accommodate the construction of Runway 10R-28L and other enabling projects on the south airfield of O’Hare International Airport for the completion phase of the O’Hare Modernization Program.
