Pasadena City Hall
Pasadena, California Epstein provided interior design and FF&E services to Architectural Resources Group in support of the seismic retrofit and restoration of Pasadena City Hall. Originally built in 1927, the public building is one of the finest examples of the California Mediterranean style and is listed on the National Register of Historic Places. Epstein developed the plans to temporarily relocate 354 city employees to other facilities while the City Hall structure was being rehabilitated and restored. Initially, Epstein verified and evaluated the existing space program and devised a restack plan to improve functional proximities. Then Epstein prepared test fit layouts followed by detailed space planning for approximately 134,000 square feet of space at three interim locations, two leased facilities, and a temporary trailer installed in front of City Hall. Epstein also prepared and coordinated a furniture inventory of approximately 6,000 items, and developed a plan for the storage and relocation of the furniture intended for re-use. Because of the City’s commitment to environmental sustainability (the City adopted a Green City Initiative and Sustainability Ordinance), the City Council required the building to be certified with the USGBC LEED standards at a base certification level. In fact, at conclusion, the project achieved enough LEED credits to be certified at the Gold level. Environmentally-responsible building design elements incorporated into the project include:
• High energy efficient central plant facilities
• Purchase of 100% Green Power for the building
• Water use Reduction through energy efficient fixtures such as low flow faucets, dual-flush toilets and waterless urinals
• Use of Low Volatile Organic Compounds (VOC) in paint, carpeting, flooring, tile, wood products, and office furnishings
• Green cleaning products
• Reducing car trips, employee showers, bicycle parking
• Recycling and waste program
• Controllability of lighting systems (automatic light shut off system)
• Use of recycled content and local materials
• Sustainable education program
• No smoking in the facility and grounds of City Hall
• Providing optimal day lighting and views by re-establishing the original (historic) window and ceiling heights within the building
